Course he *could* assemble the trigger groups, and adjust them for a test rifle, and test fire, and clean and lube lightly and then vacum pack the completed trigger groups to cut down all the packages he's got to dig out for a build. Not to mention "Oh I got only 4 complete trigger groups left, guess I should order enough parts to make up 5 more.....". And not to mention make up M-14/1A parts kits of everything except the barrel, stock wood, receiver, and package them all together for parts control.
"Hmm, is that a M-1 spring/pin, or a M-14 one? WTF am I doing with a FN meteric build spring?" "Lets see, the NSN for the Garand Trigger Spring is this, and the NSN for the M-14 trigger spring is this.... " 8*)
