It appears to be a NM 03 that was modified for scope use but not by the USMC IMHO.
Star gauge mark looks phoney and the hand guard cut is not like the USMC made examples. Also, I don't think I have seen one with the Lyman 48 mounted ( on a so called "M1941 that is ).
Except for being a National Match rifle with perhaps a replacement barrel, I see no evidence of USMC issuance.

If it was made for the Unertl scope, the placement of the rear scope block is wrong.

Not scoped by the Corps. The turtle appears to be applied with multiple blows from a chisel.
