I know nothing of their gun laws.
Israel has mandatory compulsory military conscription. Everyone reports for duty when they turn 18. This requires 2 1/2 years active duty for men and 2 years for women. After that an Israeli citizen is assigned to a reserve unit until the age of 40. Israel called up vast numbers of reservists after the Oct. 7 massacre and many overseas who were not called up returned to their units anyway.

Any Israeli carrying an M16 is either active or a reservist, in uniform or not.

Israeli gun laws are actually very strict, and unlike ours enforced equally strictly, especially against criminals. Unfortunately criminals in this country caught with guns are seldom prosecuted for gun offenses, especially in the "socialist" states and cities where gun crimes by street criminals are routinely plea bargained down to lesser non gun offenses.

The firearms in the Kibbutzes are kept in arms rooms and most of the victims (remember they were all reservists) were not able to get to their weapons in time and fled to their safe rooms which in this case did not help much with 2,500 Hamas butchers swarming over the border. I read that in at least one case though, the security officer who was in this case a woman, realized something out of the ordinary was up very quickly, got everybody up, unlocked the arms room, distributed weapons and those people actually held off their attackers "until the cavalry arrived."

Years ago, I remember reading that Dwight Eisenhower strongly suggested that we here, in the U.S., adopt that very same ethic!

Of course, it came to nothing!

Here, males are supposed to register for the Selective Service at the age of 18 but even that isn't enforced any longer.
