If he wanted to be cut loose and come down on his reserve, he should have been waving his arms to indicate so. As a jumpmaster, thats why I always carried my K-bar under the reserve bunge straps.

Trooper should have immediately been pulled in by the anchor line retriver which is used to pull the "D" bags and/or hung troop back in. If concious, he should have held his hands to cup over his nose and mouth to provide a dead airspace to breathe. try sticking your head out of a car facing forward at 60 mph and see how easy it is to breathe.
