Yes, late 2nd. production. Seems to be hit and miss though. On the same period parts, some have it and some don't. One other thing is that Rock Island never adopted block lettering on the safety and cutoff.
Yes, the flaming bomb is a Rock Island subinspection mark from the late 1918-19 period. Virtually all Rock Island parts from that period of production have the flaming bomb with a number underneath. But because rifles were not always assembled in serial number order and earlier production loose parts were pulled from ordnance stores, very few RIA rifles will have all marked parts.
