Default M1903 Inspections at AA Began When?

Maybe someone knows when this began. (I strongly suspect John Beard does.)

Did inspections and rebuilds occur prior to the Great War?
    During?
    Or, only after?

I'm not sure if anyone besides Mr. Beard has ever uncovered "new" information on the subject, or if anything has been revealed in the last decade.
I'd be interested to hear, if so.

I have a very early gas trap period M1 rifle stock that went through rebuild and has the AA R2 rebuild stamp.

I am not aware of any M1903 inspections or overhauls at AA prior to or during WWI.

Interesting to know that they did not begin until after November 1918.
    Thanks Mr. Beard.
