Story kind of along the same lines. I looked at an M1 few years back that had the original S/N ground off and a new one etched on. This was in a gun shop and when questioned about it, the story was that the police dept. had ground off the numbers and put the new ones on. Hmmm. When questioned that the POLICE did it, he stuck with the story. I passed too.
hard to say by that pic,,
however it looks like it was welded over and restamped,
hard pass, unless it was cheap cheap cheap, (ETA, as in worth the value of the other parts)
FWIW, we had a M1C in the shop many moons ago,
someone had filed or milled off the serial number (deeply, and nicely done, not like bubba with a dremil)
no idea why, guessing it was stolen out of an armory or ???
anyhow, we sent pics to the ATF technical branch, and they allowed us to have another serial number applied (we had it engraved on the side) and made a copy of the letter for the next buyer,
not to many years ago I picked up a collection that had a 1903 Colt Auto in it,
the serial number area was off a different finish, and the serial number was in a different font than Colt would have used,
so I sent a pic to our local office, a few weeks later I got a reply and was told all was good, no worries, sell it,
so we did

I know the military had changed some garand rifle numbers I’m assuming because they had Springfield and WRA with the same serial numbers.
