Default Any one know what this is used for?

I found a belt of .223 rounds crimped ends like blanks, empty no powder, with a solid end where the primer goes.
Across the solid end is stamped INERT all cap letters.
First I have seen anything like this and am wondering what it might be used for since they are obviously not blanks.

Load/unload, IA, et al, drills with MG's. They're DP rounds.
    Spelling and grammar count!

We sometimes used a similar round when trouble-shooting the 7.62 minigun. Regards, Clark
