I lost my darn sight blade for my Remington 03A3, were is the best place to find one. Also do all 03A3's have the sight cover shield on them?

Lots of guys just make a replacement. Sometimes they show up on gunbroker. Liberty Tree Collectors may have them. A guy by the name of Bill Bentz makes and sells them. Please note that while the M1903 and M1903A3 blades look similar, they are not interchangeable.
I would say that most 1903's don't have the sight cover. I've never heard a collector say their 1903 was incomplete because of a missing sight protector. Good luck.
