There was an ICC/RIA, I believe it dates to the early 20s and I don't know if the inspector has been identified.

The RIA stamp is from a post WWI rebuild program at RIA. Here is one on a RIA rifle I have. The "L" looks Ok to me. Looks like a dink or open grain of wood causing it to appear out of whack.
