I mentioned this rifle to John Beard several years ago and he inferred that it was probably was a USMC rifle.
It has the "boned" stock , "puke" green parkerizing, wrench marks...

I have a M17 with a JA barrel. They can shoot well.
I believe that accuracy testing done did not find a great difference between 2 and 4 groove barrels.

Those are "surplus" stocks.
I believe they were made for replacement and not used.
Gun Parts sold them. I bought 3 or 4 of them years back.
