Thanks for all the comments. I looked at the rifle today and it is authentic, with Navy release papers. The scope is numbered to the rifle. It's estimated to sell at $1000-$1500.
This rifle (30-06) is coming up for sale and is just advertised as US marked Remington...which in a way it is. The only reference I could find in regards to military 721 use is that very few were...
