Steel frames are better-more durable.
Brass frames are considered "Confederate", due to shortages of iron and steel they had to use substitute materials.

I don't know, I don't have a '62 pocket police to compare it to.
you have to take it apart and push the empty out with the rod on the end of the cylinder pin.

I swiped an image off the net. Compares the difference in size between the 1860 Army .44 and the copy of the .36, 5-shot 1862 Pocket Police.
