Tube looks like it is brass. I'm pulling this out of my fifth point of contact, but i would guess it is off a piece of ordnance. A deck gun on a ship (WWI or older)?

I'm guessing but I'd say it's an optical sight for something like the M3 37mm Anti-tank gun of WW2 vintage.

Definitely NOT for a piece of light artillery like the 37mm or 57mm guns. Scopes for artillery were much more robust designs with heavier mountings to absorb the recoil.

My bet would be for a piece or Signal Corps or Engineer equipment. Some types of non-weapon equipment used scopes similar to this to aim them in a general direction before use.
