I know that refinishing a pistol takes away a lot of the value but would this pistol in good working condition be worth a $200? Grips are in good condition, I think manufactured in approx. 1908.

As a pistol it is certainly worth $200, but as you mentioned the refinish, and a bad one at that, kills any collector interest. Be sure and check the barrel as the Colt Pocket Hammerless pistols have a high rate of bulged barrels.

Colt never used the Model 1903 designation while they were in production. This was added by collectors, and also given to another Colt in .38 ACP called the Colt Pocket Hammer.

It looks Parkerized with a green tint to me.
