Us Sling or Strap?

I'm going thru a box of military slings trying to ID them. This was in the box but I don't know and can't find any reference to it being a sling. Can anyone help me out? Is it a sling of some sort or just a strap with weird buckles. The link t the pics worked in preview hope it works when posted Thanks

Looks like a Plain equipment strap like you see on Vehicles, Field Desks, Typewriter cases, Etc.
